Fleet Advanced Research Vessel (Nebula): Poor improvement
 
Devs,

The current fleet version of this ship is barely adequate to be called an improvement of the tier 3 advanced research vessel.


To have the current fleet version be the upgrade to the tier 5 ship is outright insulting.

The BOFF layout is woefully obsolete. The minimum shield bonus it receives does not compensate whatsoever for the poor boff layout. Nor does an extra engineering console (in a science ship? what in the world??)

My suggestion:

Re-label the current fleet nebula to BE the tier 3 upgrade: Fleet Advanced Research Vessel.

For this fleet version, make the smaller stations universal.That way its not much better than the cstore tier 5 nebula (and it shouldnt be as it is a tier 3 upgrade) but it is more flexible.

So, boff station would be:

Lt Tactical
Cmdr Science
Lt Cmdr Engineering
Lt Universal
Ensign Universal

+10% hull
+10% shield
+1 engineering console

New ship: Fleet Advanced Research Vessel Retrofit

The Nebula in the era that STO takes place has replaced the Miranda frigate as the workhorse, multipurpose ship of the fleet. For that purpose, the Fleet upgrade efforts have changed this vessel to fulfill that role.

Changes from the c-store tier 5 version:

+20% shields
+1 tactical console


Boff Layout:

Cmdr Science
Lt Cmdr Universal
Lt Cmdr Engineering
Lt Tactical


+10 AUX power
+5 shield power


This makes this ship capable of filling in for almost any role. Its consoles are now equal 3/3/3, instead of a 10% to shields and hull it receives +20% shield bonus. The boff layout allow an incredibly flexible ship setup with main focus on science yet still capable of adapting to support role in different scenarios. The Lt Universal and Ensign Science stations have been replaced with a LT Cmdr Universal station. The ship may lose one station slot total but it gains access to LT cmdr ability of any boff type and that is well worth it.

Power levels provide bonus to aux and shield not just the original +15 to AUX.



Finally... please please please change the nebula tier 3 and tier 5 consoles to something that works. Sensor stat has been broken for years and lets admit it, you guys are not going to fix it anytime soon. Besides, pvp cloak detect with these consoles is pointless and in PVE it just doesnt work (vs donatra) anyway.

So why not instead just change those consoles to something that benefits the nebulas in their role?


Tier 3 console: +40 Countermeasure and +40 Sensor boost for 1 minute.
Tier 5 console: +60 subspace decompiler for 1 minute.

re-use timer on both is 1.5 minutes.

The bonuses are high however they are for stats which are highly sci specialized and which have tremendous drawbacks. Countermeasure like jam and scramble stop working after target takes damage from any source (not the player that tagged them) and sensor boost in a way tries to help with stealth detection and improves sensor scan. Subspace decompiler is critical for support ships and this would be the only item besides deflector array that boosts the stat. Hence the nebula would be a very nice support ship if it was the one with access to a well boosted subspace decompiler skill.

Final request: If we own the cstore venture class can we please have the saucer section options for the nebula as well? There is no reason why it shouldn't since the nebula uses the Galaxy class saucer.

About the consoles on the Nebula Class: I had given this so much thought it isn?t even funny. However, this is all I think needs to change to make those two consoles worthwhile.

T3 Tachyon Detection Field:
Passive: +26 Starship Sensors
Active Ability- Detection Field: +30 Starship Sensors & +10 Starship Targeting Sensors for 30 seconds

T5 Tachyon Detection Grid:
Passive: +26 Starship Sensors
Active Ability- Detection Grid: +20 Starship Sensors & + 18 Starship Targeting Sensors for 30 seconds

Shared cool-down of 1.5 minutes

By just adding a bonus to the Starship Targeting Sensors both abilities just earned a place in PVE and PVP that can make a DPS difference!

You do know the Nebula is supposed to be the Hybrid Cruiser-Sci Vessel, right?

I mean, the original Nebula from TNG was literally a kit-bashed Galaxy model.

Nebula's in STO can also use Cruiser Bridges, since yes, it's basically a Baby Galaxy.

There's a reason it has more Hull but a slower Turn then other Sci Vessels but above Cruisers, as well as a pretty good Engineering lean to it.

I love my Nebula exactly the way it is, personally. It's a little tankier than other sci-ships, and that Lt Commander Engi lets me keep EPtS rolling, while giving me access to EWP to complement GW3. Pop both along with a Deuterium Surplus, and you can wrangle up a whole lot of crowd control.

The two uni slots lets me put in two Tac Lt's, which allows me to spam BFAW coupled with APB, putting an extra debuff on all the garbage that I've netted.

I have yet to goof off with it in STFs, since that's mainly the domain of my escort or RSV, but it's been a lot of fun in other PvE scenarios.

Until you run it in STF's or PVP you do not use it in end game content which, as a tier 5 and costing 2000 zen, it should perform in.

It doesn't perform. Yes, its a cruiser/sci sort of hybrid but it is mediocre in both. Its an advanced research science vessel not a 'sciency light cruiser'.

The fleet version of the nebula tier 5 will give you enhanced boff stations, better shields and the 3/3/3 balanced console setup that, with the lt cmdr universal station, lets you kit the ship to any role needed.

It will be able to shield tank due to 20% shield bonus
It will be able to assist in damage due to the 3rd tac console.
It will be able to be a full fledged science ship or switch to a cruiser/science hybrid or a science/tactical hybrid just by changing the lt cmdr universal station boff.

It would be worthy of being a FLEET ship. Nothing is being changed to the current tier 5 nebula you already own..this will be the fleet version of it.

I agree with Cmdr Skyfaller.

Posting our feedback about these things is basically a waste of time as we make excellent and well reasoned suggestions which the powers to be seldom pay attention to and most blow off as QQ. But this suggestion has merit. /signed

All fleet ships should follow this one rule: they should all be an improvement over their equivalent without devaluing the ship we payed actual money to use.

I agree it's barley worthy of being a tier 3 ship

Best way to let cryptic know is NOT to buy the fleet
Version and inform others I'n your fleets about it
So they don't waste money on it either

Lack of money will get their attention I'n the end

I think the person who is I'n control of placing performance
On these ships is way out of touch with what it
Is doing to game balance and player satisfaction.

The galaxy class is another ship I'n the same fix as
This one.

As far as cruisers go buy the Oddessy 3 pack and forget
All the rest .

A tier 5 ship I'n Any class should be equal I'n
Pvp , anyone should be able to win, the ships
Should be balanced this way before There released
I'n game

It seems the most simple and basic rule of being
A game "Master" is lost on these people.
