my fleet is stuck personnel officer on starbase tier 4

station andorian personal officer...
it calls for andorian tactical science engineering bridge officer candidates...commons....

i have gotten them off the exchange. from earth spacedock....i have left them alone. commissed the ... and it wont take them.... what am i doing wrong... is this a bug... has any one did this... my fleet is stuck...

I hope they complete it for us. Two weeks of not being able to upgrade sections of the star base has put a spanner in the gears. They could at least give us a freebie for their screw up.
