How do you get Horatio?
 

I saw Horatio in the exchange today and he looks very useful. How do you get him besides just buying him? Can you run the special mission called Hamlet and win him like Shakespeare?

You don't get Horatio from the Hamlet Play mission. You only get Shakespeare from that mission or a holo entertainer if you already got Shakespeare. You get Horatio and all the other Hamlet Doffs from the Holo novel code fragments from the Ferengi Lockboxes
