Elite Scorpion Fighter project won't accept DOffs
 

I have filled all required materials for the Tier 5 Romulan Reputaion Project for the Elite Scorpion Fighter, except for the ten Engineering or Operations Blue DOffs. The contribute button is grayed out, even though I just purchased several blue DOffs from those departments on the exchange. Any idea what the problem is?

I have discovered that though it says you need Blue DOffs for the project, it will only accept white (common ) ones.
