Strategic Operations Officers - What does the position mean to you?

I know the dictionary definition is of an officer who coordinates Starfleet activity within a system, but personally speaking, that definition has never sat well with me... I know they had to come up with a new position for Worf to fill, which would sound suitably awesome, but to be honest, he never really did anything on DS-9 other than acting as an additional tactical officer, so I figure the line between duties and title was pretty flexible... I've always written my SOOs as a kind of cross between a researcher and quartermaster, who provides any specialist equipment for specific missions. I appreciate that's just my own thoughts on the position, but what do you folks think?
