Where do you train a BO to have a level 2 of a skill?
 

In addition to the question in my title I would be curious to also know if you can buy a BO somewhere other than Star Base 1 which has the skills that none of the ones have at star base 1.

For instance no Tac BO's at star base 1 have the BEAM OVERLOAD skill.

I would really like my Tac Officer who I just promoted to the two slot bridge console to have High Yield Torpedo II in the second slot and to get rid of the current skill Beam Fire at Will II.

I would also prefer Beam Overload 1in slot 1, but no BO's have it in the personel store at star base 1.

I have been hearing about a Power Vendor. Where is he/she.

They are on Earth Starbase, near where you can buy new officers.

You can replace and choose powers for your BO's by going to the BO Trainer. He's in the same room where you can recruit BO's in Earth Spacedock. He's over that small wall beside the BO recruiter, next to the Fleet creator NPC.
