On Holodeck pre-patch, my Fleet Defiant was getting a turn rate of 42.7 with an RCS MK XII purple, Tachyokinetic, 9 points in Impulse Thrusters (are there any equipment that boosts this? I don't think i had any...), and engine power level at 52.

Since I'm at work, I can't see for myself. But, I'm really hoping I can push that turn rate closer to 50! Especially with that new lockbox trait. So sexy...
The changes to the tachyokinetic converter and the skill Starship Impulse Thrusters were on Tribble. Before "Legacy of Romulus", all percentage-based turn bonuses were applied to BTR - 3, where BTR denotes the base turn rate of the ship. Now, the bonuses of RCS accelerators, the tachyokinetic converter, and Starship Impulse Thrusters apply to BTR. But engine power and the [Turn] modifier on engines still apply to BTR - 3.

Based on what you said, the helmsman trait seems to apply to BTR and not BTR - 3:

47.4 - 45.7 = 1.7 = 0.1 * 17
