They're not laughably weak.

Torpedo procs are adjusted in effect/proc chance to be higher than energy weapon procs to take into account how fewer of them you're firing and specialty torpedoes tend to do this anyway.

They already have a reason to exist, having good damage over the widest range.
All they need is a slight damage buff.
