3 weeks for me too and it is unplayable. We have a fleet comp in 2 days, the second in 2 years so its a big deal, after all, we are playing a game. I cant play the game i love to play and I've paid to play it (LTS).
I wonder, Australian Fair Trade commission says you are fit for a refund it the product is not suitable for its intended purpose. I paid for a game that I can not play, I think that warrants a refund dont you? I'll pursue this should I continue to be ignore by pwe and their non existent support provided by their ticketing system. 3 weeks and no response
