My service provider, I believe, is Time Warner Cable, and my location is in Madison, Ohio.
Also, I'm using both a hard cable and wifi connection.
Unfortunately, neither Trace Route, nor the Cryptic 'Net Test' utility are good tools for detecting packet drop. And silently dropped packets is most likely the cause of your symptoms.
The Microsoft pathping utility from the command prompt may do a better job at this...
