I'm L16. Is that a problem when joining the queues?

I join the max number of queues, and within just a few minutes, it slowly drops me from the queues, until I have none left.

I can't create a new queue, it says my level is too high. This makes no sense to me, because it says the queue is 11-20 for anything I try to do.

I have gotten into a queue once in awhile, so I'm wondering what's going on?
