Target Weapon Subsystems shuts off the player's weapons

This is apparently working as intended. They just failed to mention in the tooltip that after using Target Subsystem the weapon that was used to apply it gets a slightly longer cooldown.
I dont get why they decided to put that in. The cooldown is so annoying that I avoid using the Target Subsystem abilites.
