Why is the hotkey bar bound to e either 1 row of 8, 2 rows of 8 or 3 rows of 10 placeholders?
Instead of scaling it in size until its large enough for your preference.

Take a look at older MMO where you have up to 8 hotkey bars, each free in placement and rotation.
