Ensign: Tractor Beam I
Lt.: Feedback Pulse I
Lt.Com.: Scramble Sensors II
Id drop target shields 2 from your tactical Boff and take Tactical Team II

Im pretty sure you get inate subsystem tageting for science ships so the target shield as a boff skill may be a bit redundant and the Tactical Team will give you a nice boost to a number of stats for the duration.
