I think Cryptic simply realized that there wouldn't be enough distinction between different captains unless they cap the skillpoints somehow, which I think is a perfectly valid concern. Unlike that other space game where you can get unlimited skillpoints there simply isn't enough skills in this game to prevent someone from learning them all.
They just "overcapped" the points I think. Only being able to max a single admiral skill is just a total joke. It really robs me of a lot of long term motivation.
I mean, on the one hand, I don't think they should cap skillpoints so drastically. On the other hand, I think that there have to be tough choices somewhere during your character development, and I'm not really seeing that right now.
