It's shields and turnrate are probably considerably different than what they were and I wouldn't be surprised if it outperformed battle and star cruisers now.

The way things are shaping up, I wouldn't expect a turnrate buff to Tier 4 and 5 Fed cruisers. Those extra hull points are quite valuable despite appearances.
