The reason is I know the Emergency Power to X abilities put eachother on cooldown... so I would assume the same in this case.

Usually related abilities have a shared cooldown, but the shared cooldown is shorter than the individual cooldown. So you wouldn't be able to spam THYI right after THYII, but you
could get one in sooner than you would've otherwise been able to.
