These 3:
Starship operations
Deflectors
Deflector field
As far as dishes you need to make Science team better get one with the highest value in either deflectors and/or deflector field. For your consoles look for the ones that give deflector field.
EDIT: totally forgot...ALSO the skill "Science Team Leader" gives a bonus to it as well.
