Sorry if this has been asked before, I did a search but couldn't find the answer.

Is there any significant difference between awarded BOs and purchased BOs? I noticed that purchased BOs are common and awarded are uncommon. Do the awarded BOs have more/better skills etc?

And when they finally add a respec option is it known if BOs will be respecable as well?
