I'm on my fifth attempts to break through Lt Cmdr each time i've gotten there i've just given up and deleted my character.
The only reason why i'm even on Klingon side now is for RP and PvP but even then i'm hardly getting any RP with my fleet because they are all fed side because they are sick of PvPing for little to no reward.

to sum it up:
Klingons are now no longer reaching max because its far too slow.
"Klingons get into more matchs" is valid only if you take into account the KvK matchs still take the same if not longer than FvK PvP.
Klingon side is drying up because you are either higher tier PvP or stuck doing the same few PvE missions over and over and over again until a PvP mission pops then when you finish it you get less skill points than the PvE missions.
The reason why Fed players are complaining about needing 'FvF' is BECAUSE it takes so long to get up to the higher levels for klingons.

To put it into a time frame.
Federation players are PvEing up in levels | Klingons are PvPing furiously against feds and themselves
Federation players start hitting the higher ranks | Klingons are reaching the highest ranks and quitting
