Just a note about Divide et Impera -- we know from a later quest (which I won't spoil for anyone who hasn't done it) that the game engine can support at least some basic level of choice on the part of the player. I really wish they would use that ability in a lot more missions. (As noted, the ultimate outcome might not change, but the players actions along the way will.)
