Proposal Klingon Scout ships

Why?

Klingons do go out into space to investigate solar systems.
They do so to see if there are planets that are suitable for colonization or have exploitable resources.
If those worlds are populated they might become subjects of the Klingon Empire when warships arrive to conquer them
Klingons may investigate nebulae to see if they can be used as power sources etc.
For this they need ships with scientific equipment.
Sure Klingon applications of these scientific systems would be somewhat more "practical" than the way Starfleet would do things but the general functionality would be comparable.
For example Starfleet would survey a mountain to learn something about the age and history of a planet.
Klingons would survey the same mountain to see if it contains valuable minerals.
Starfleet would investigate flaura and fauna to learn something about the way evolution occured on the planet.
Klingons would check for hazards and investigate whether flaura and fauna would make them a good foodsource for a possible colonization.

We also know that Klingon ships (Raptor in "Enterprise", Bird of Prey in Star trek 3) were put into that category.
They can also be used in military confrontations like we've seen later on.
This has been used in the past to justify the universal BO arrangement on the BoPs.
However many other ships have been used in many totally different mission profiles so this is not exclusive to the BoP.
For example in "Dramatis Personae" the Klingons used a Vor'cha for a Bio Survey mission into the Gamma Quadrant.

So my idea is to add scoutships as the Klingon version of proper science vessels to counter the current dedicated Starfleet ships.

Two ship I would propose at this moment:

Fluff:
The Norgh with its large wing surface has excellent maneuverability in difficult atmospheric conditions.
This ranges from planets with high gravity to worlds with dense apmospheres to gaseous anomalies.
Therefore it can be used very well to conduct survey missions in those environments and is at the forefront of planetary surveys.
However with its excellent maneuverability and strong sensor array it can also be used to infiltrate enemy space and gather intelligence on enemy strongholds and supply routes.
Because of its high speed and maneuverability it can slo be used to conduct raiding missions in enemy space.
Since the Norgh is also used in dangerous areas with strong radiation, potentially hazardous nebuale and even close to stars it is also equipped with metaphasic shielding.

Special Ability:
Metaphasic shields (See TNG episode "Suspicions", Klingon scientist Kurak participated in the research)
Reduces damage dealt by energy weapons by 25 percent for 30 seconds.

Fluff:

The original Raptor of the 22nd century, on wich the Somraw is based was a scoutship intended to operata at long distances for extended periods of time,
Coaptains of that time used raids on lightly defended outposts to restock during missions to extend that range even further.
Now technologies like replicators and the quantum charge reversal couls that allows a ship to resupply its antimatter stock in midflight allows even ships of such a lmited size to operate for very long times without need to restock.
The Somraw is used beyond the borders of the Klingon Empire to find nre solar systems to exploit.
It can also serve in a fleet to provide electronic support to allied ships.
In a defensive role it can also be used to track down cloaked enemy ships with its antiproton scanner.
Special Ability Antiproton scanner (see DS9 episodes "The Search Pt 1" and "Defiant" for the first use of this system and the reuse of it by the Cardassians)
Can detect cloaked ship independent of the Senso Scan ability of a Science Captain
