That is for a set duration all your toppedo launcher will fire at an accelerated rate at any target in arc (AI discretion).
I think torpedo spread should actually work by hittng all of a single target's shield arcs simultaneously with few to none of them detonating harmlessly. They could work well on shields but detonate too far apart to tear up the hull a great deal. that way, high yield would be effective for hull and spread for shields.
