I haven't tried it yet, but can you currently place an NPC on a map that, when you interact with it, it beams out? I can see that as being part of a mission as well.
It seems to me that the only things possible with foundry are to make missions similar to the genesis exploration cluster missions.

Scan this, interact with that, kill them.

The only difference is the amount of dialogue involved, and maybe getting more clever in how those objectives play out, or swapping costumes around to convey some unique effect.
