the steps you should have done i believe is
1. enter your retail key
you then should have been taken to the subscription plan option where you select what subscription plan
then you should have been taken to playment method menu which you would select and enter your game card.
if you did all that then yes you need to wait for billing to respond to ticket (or use thier live chat option daytime only) to see what the problem is.
