still is issue in my opinion. today I attacked a signal point in the pi canis sector, and behold all the enemy where 35 levels higher than me. i tried leaving and attacking again 3 time and all 3 times they where 35 levels higher. so I went after a different signal contact and they where all 5 levels lower.
