I find that a DHC/DBB/TORP set up can work if one cuts out the uneeded SP spendage in areas not directly affecting one's concept or goal. I was amazed at the number of skills I had pointed that effected nothing on my build and further amazed by how many points I saved by cutting the fat off.
Oh I agree on my tac raptor even with points put only where they are needed and pretty much forgoing ground skills I have 4 skills in T5 maxed with 5-7 in a fifth area. In a raptor I nixed ST points but to get where I felt good I had move points around to the 1st and 2nd tiers to progress but with 9 points in most of the raptor classes, 9 in trics, 9 in weapon performance, 9 in AP and 5 or so in aux performance I am loving life. Once I learned the value of points in the performance over the maintenance skills (except shields) it really helped my power settings. Oh and throw in a Borg Uni adn the Plasma distribution Console I have power to burn. I run with shields and engines roughly even after bonuses ans aux isn't too bad at 45/25.
