Hmm, I'm sure you're right. But I've always been very cautious about using ES in PvP. I always played my eng/cruiser has a sneaky healer, if that makes sense.

Dropping an Eng team or aux to sif doesn't give away to the other pug that I'm a healer. Even when I use ES 1 on someone its almost instant damage coming my way. And with the nature of pug teams that means I'm out my hull heals, my 1 rsp is on cool down and I've got no help form any cruisers.

Plus not many people think an Assault cruiser is going to be set up as a healer. So I can drop the hull heals all over the place without anyone catching on. But in a pre made team I'm sure ES3 would be better.
