I actually kind of like an earlier idea of having a First Officer provide stat bonuses but it shouldn't be anything static. If you could determine from a list of options relating to your First Officer's career choice, like how we pick traits for our own Captains, that might be interesting. A Tactical First Officer might pick from a list to add raw damage or accuracy to a weapon type, greater resistance boost to tactical debuffs, passive resistance to boarding parties, altered recharge rate on weapons, or something like that.

I would be more in favor of the passively provided bonus, as well... However, if an 'active' power is the way that they end up going, it really should be something unique, rather than a pre-existing BOff skill... (Imagining every Escort in the game with PSW makes me:
