It was the 80s, the height of the Progressive explosion. Being a manly-man was way out, and in true Trek style, they took a current trend and magnified it 10 fold to show how "enlightened" we'll be some day.
In short, women wearing pants was already so commonplace, they needed to step it up to illustrate just how progressive we would be in the future
The Klingon thing isn't a dress or skirt though, its a battle tabard - Knights wore such a thing quite often, made from banded leather or chain or scale armor
