I rather like Tac Team, in principal. I think the shield distribution shouldn't be as efficient as it is, and it should only be 5 seconds. Also the debuff removal should on be 5 seconds. One easily chained ability completely negates a poor Tac's FoMM.
Healing and resistance it out of control. I'd like to see more emphasis on shields, with hull heals being more about resistance and less about burst heals from 2% to 100%. Right now it's got all 3 (or is that 4 with shield and hull heals and resistance) going for it and that's just too much.
