I've been doing PvP via PuGs for quite some time. Tbo, it's been dropping since the end of last year with the addition of C-Store T-5 ships. It's further dropped from the introduction of balance breaking items/skill revamps. It's peak was at launch, most left b/c it wasn't harsh enough.
