Far too specialized. Read this skillpoint spending guide. No work on efficiency skills to maximize the ship power advantage for a Star Cruiser (check ship power guides), BOff power choices are haphazardly everywhere, lacking synergy.

My suggestion:

-Drop the Tac Team to 1, move Torp: HY to 2. Tac Team 1 is more than enough for washing borg boarding parties and auto-shield reallocation

-Use more EP to Shields. Cycle both, one after another, to maintain shield resists and more shield power. Recommend EP to Shields 2 at least.

-Again, if you want EP to Weapons, double it up and cycle. EP to Weapons 1 is enough.

-Reverse Shield Polarity is a horrible bad choice as a rank 3 power. Suggest choosing Aux to Structural 3, Eject Warp Plasma 3

-Eject Warp Plasma 1 without a method to quickly turn and speed your ship up. You need synergy for this, suggest EP to Engines for the speed boost. Rank 1 will do.

-Engineering Team 3 is far better than 2.

-Extend Shields only works if you really intend to team up with people majority of the time. Else, swap it out.

-Suggest keeping a Science Team 1 on for its minor shield heal and more importantly, its science debuff wash ability

-Tykens Rift 1 is a horrible Lt choice. Suggest Hazard Emitters 2.
