#1: Reducing duration on Scramble is good.
#2: The whole "max targets of 5" is only going to generate a ton of spam. People are going to be spitting out mines and Scorpion Fighters left and right in hopes they won't get hit when someone pops Scramble. The only way to handle this is going to be making the cap a
higher than 5.
Perhaps you could turn Scramble into more of a jamming signal and less of a projectile? The antimatter spread console works pretty well only hitting in the 5km radius. I'd like to think that making Scramble a BOff version of this console would work pretty well.
