I think to really give war meaning, you're talking about more than PvP and territory control but human cost. That's really hard to do procedurally but I think one thing you see in some other games is a setup to the motivations of the conflicts so they don't just feel like an FPS map.

Might be interesting to have flags in PvE missions that adjust options based on PvP.
