Don;t forget the tachyon beams that spheres and cubes love to fire. Shields are pretty much only useful in the first few seconds of combat against the Borg, after that it's all up to your hull.

I also wouldn't recommend using Polarize Hull... as it puts Hazard Emitters on cooldown, and vice-versa. You'll need those hazard emitters, so use APO to resist tractors instead.
