Thanks to SteveHale for the rather concise description of what to look for when trying to establish if someone is indeed using this cheat but the combat logs fly past too quick to study. I seem to recall someone posting a command that made STO record the logs, so that you could check them after the event, can anyone advise me what that command is please?

Note: Mods, no one here is asking how to cheat, we are just asking how to prove if someone is, so that we can report them - nothing wrong with that I hope.
