Within a department, every specialization similarly has exactly the same chance to occur. Because the Tactical branch, for example, has fewer specializations overall, it does mean that due to department and branch-specific recruitment assignments that there are actually somewhat more Tactical branch duty officers in the game, though they also have a higher fatality rate as well, in the case of white quality Tactical branch duty officers.
I still think Department heads should have the chance to increase the odds of recruiting a particular DOFF position.
