Again. The Bridge Officer stations are hard-wired in for game balance reasons. If you want more tactical powers, then you need to fly an escort. If you want more engineering powers, fly a cruiser.
(The KDF Birds of Prey do have universal stations, but they pay for that flexibility by having fewer total available powers.)
