I was toying with the idea of doubling up on torps in front and back with a beam array each. This would double the firing rate of torps and allow me to put more of my weapon power into Aux. Does anyone know if the Breen set bonus to Transphasic torps is still in place? A constant stream of rapid firing Transphasic's from the Defera mission might be an effective form of DPS for a sci. I was also thinking of doubling up on Grav wells to help control the mobs for the optional objectives, but with the LRSV-R I could use 3 Grav wells.
I'm least familiar with science builds and am thinking out loud. Any advice for an effective STF sci build would be greatly appreciated.
I was using an LRSV-R myself until recently but although it's very effective at control it really doesn't do a lot of damage. Unfortunately, there are few Escorts around so although you can control the NPCs well it's a struggle to actually destroy them with a group of Cruisers and/ or Science ships.
If you do want to use one though (it's effective but really shines with an Escort around to take advantage of those disabled NPCs and when PuGging it's not uncommon to get 4 Cruisers) then GW is useful, but my favourite skill (it was brutally effective against Tac cubes) was Tyken's 3 with a pair of GW1. The Tyken's power drain stacks every second and will completely shut down a Tac cube after a few seconds, including it's shields and with a decent Escort around the Tac cube will go down fast with the GW being very useful for slowing NPCs so you can get the optionals. I ran with high weapon's power but used a lot of Aux batteries (I also had a pair of TSS for recharge drained shields, HE for the DoTs and a PH for tractor resists) so was able to heal when needed as well.
It really is effective but as mentioned it's heavily reliant on the rest of the team being able to take advantage of your debuffs, but when they do it's a lot of fun. Pure tedium however when they either can't or won't take advantage of them but that's the price of running in a PuG I guess.

Last I checked, the Breen set was supposed to have a bonus to Kinetic weapons rather than just Transphasics. I did hear it was not working correctly but never checked myself, if it is working then that opens up the opportunity for Quantum's or Photon's in place of the Transphasic's.
