I kinda like the idea of the exotic torpedoes...have had great fun (albeit limited) with the Bio-Neural, and, especially for the science toon I'm leveling, I like not feeling like I have to include a torpedo related skill for my tac BO and the options that gives, but, I don't want to gimp myself if these are situational useful gimmicks rather than genuinely viable weapons...so. Where do they stand?
And an ALMOST unrelated question, but. Cannon scatter volley vs torpedo spread. Obviously both AoE skills, but. Does one trump the other? And, is one more potent than the other if used vs a single target?

The Bio-Neural is just a Tricobalt with some shields and turret-like guns. It is not that good thanks to its ungodly cooldown. It is more or less a toy. I believe the generalized Tactical Consoles effect both it and the Hargh'pengs. So go for Warhead Yield consoles.
Neither Torp works with BOFF abilities.
Hargh'pengs are BEST used on vessels who have a low number of Tactical BOFF abilities. Federation Cruisers and Science Vessels/Carriers tend to be best off using 'Pengs. The Hargh'Peng does deal some notable damage and its Damage Over Time effect as well as its AoE blast is very respectable. I swear by their power for ships who cannot waste BOFF slots on High Yield or Spread.
Scatter Volley is best at killing the shields of multiple small ships or getting Procs from your energy weapon to hit. Torp Spread is best at killing the hulls of multiple small ships. The problem with this inquiry is that it is an Apples to Oranges question. Neither is better than the other because they are used for two completely different tasks. Scatter Volley followed by Torp Spread is the most ideal circumstance.
