Easy explanation... 30% Crit Severity means for every 10 damage you deal in a critical, there is a +3 modifier... or, on a more complex term, if X = Damage Dealt Base and Y = Actual Damage X+X(0.3)=Y - not including any armor modifiers and damage type modifiers (energy versus kinetic, for one example of several).

A modifier on a weapon that reads +30% Crit Severity would add an additional 0.3 to that equation ONLY FOR THAT PARTICULAR WEAPON, and NOT your entire weapon compliment.

Meaning that weapon would fire with 60% Crit Severity, whereas your other weapons are still 30%.
