You lose an -Ensign- Engineering Boff, but gain a Lt.Comm Tactical Boff slot. I don't see what the issue here is. Plus you get another Tactical Console slot. The Tactical Escort Refit is meant to be a damage dealer, not a tank.
I understand that an Escort is a DD and that the cruisers and sci vessels are the tanks (hull and shields respectively) I know that you gain an LTC tac Boff and a tac console slot, but these things you should get going from a tier 4.5 to a tier 5.5 vessel. If you put them side by side, both tactical slots get upgraded in rank and the 2nd Ens. eng slot turns into a tactical slot for the retrofit. Since the original two slots get upgraded in rank, I personally feel that the third tac slot is unnecessary, as I would like to retain the second eng Boff, and doesnt hold continuity with the defiant model type as shown within the rank progression in the game. I feel that other than the cloaking device and increase in hull, the retrofit is almost pointless. Perhaps it wouldnt be so bad if the Eng slot on the retrofit was upgraded to commander, or the Ens. tac slot became a universal slot. I wouldn't mind this even if it meant that I had to purchase both the refit and retrofit for these changes to take place either.
