How about this? Make it a science class (power bonuses, targeting abilities, etc, but pretend its an engineering ship? the Commander power is engineering, but you have a LT Comm, and ensign science power. One LT universal gives a little added survivability too. Something like this

Note if I understand it correctly, the higher impulse modifier will let it accelerate and turn better.
