edit: Could you explain why 3 TT skills? I think by the time one is finished, 2nd one is ready? I am assuming 3 TT skills because of enemy's slowdown skill that causes longer cooldown?

3 TT skills because I have 3 ensign BO placements and TT is the only ensign tac skill I could use. I could have left it empty and had the same effect. No point of having it but theres nothing else to put there :-(
^^ always run 2 TT. It's amazing.
