Good question. The game's a little vague on that, but it seems that the "Transwarp Drive" in STO is little more than using Transwarp conduits ala Borg in ST: Voyager. All uses of Transwarp Drive other than that seem to be shortcuts through sector space that can only be used for a certain period of time.
This is fully sustainable warp-like Transwarp. Just think of it as Warp Drive Squared. Instead of one subspace bubble warping spacetime its two subspace bubbles warping spacetime allowing for travel past Warp 10 and to Warp 19.99.
