Not shots fired, but actual firing cycle -- the length of time the weapon takes to shoot. Both weapons should be the same. DC's just shoot 4 bolts per firing cycle. DHC's shoot only 2, but each one is twice as powerful as a 1 DC bolt.

Yes, Borg subtranswarp engines are nice for sector space travel, but for tactical combat, Omega Hyper Impulse are much faster. No standard or combat impulse engine ship can catch you once you use an engine battery with Hyper-Impulse engines equipped. Of course, you should have maxed Warp Core Efficiency and Warp Core Potential to use Hyper-Impulse engines to best effect. You can always swap in Borg Engines while moving through sector space if you need to get somewhere else quickly.

Proc check rate is a known game mechanic, but we can test it if you like. You can actually observe it now with Tetryon Glider using the Combat logs - each DC weapon damage entry only has one number in (#) next to each weapon hit, instead of 4 separate numbers (one for each DC bolt fired in the present firing cycle).

Yes, the Tetryon Glider 100% trigger rate has to be reduced.
