I would have to disagree, it is all about game balance. The boost is percentage based off of your current turn rate of 360 degree. This is the reason bigger ships get smaller boost they start out with a smaller turn rate. If bigger ships got bigger boost every one on the fed side would be running dreadnoughts or cannons and hulls bonuses. The game mechanics is designed and working just right in my opinion. They do stack but I don't know if you get dimensioning returns maybe some on can tell you. I do have a fleet member that runs four of them in the Galaxy X and she managed to get the turn rate up to 19 degrees a second.
