This has been discussed several times before, and although this may be actually having some decent experience under my belt this time, this is probably the best refit design I've seen so far. Issues I have with it:
* Engineering slots - I have somewhat mixed feelings about the loss of a Lt. Cmdr slot for engineering. I rotate EPtS3 and it's pretty useful. That said, I realize that sacrifices have to be made, so I'd probably be fine with this, since frankly I want an assault cruiser that's better at things such as, I don't know, assaulting.
* Turn rate - I don't know about anyone else, but I'm for a solid 8.
* Hull - I almost wonder if this is a bit too MUCH. I'm not sure that it would have heavier armor than the Odyssey.
The console is an interesting idea... I should post my own ideas for consoles, I stuffed them somewhere. As I recall one of them enabled the Picard Maneuver, though I think that would be tough to pull off convincingly in a game environment.
