I don't use Energy Siphon, but I do use all the rest there and seem to do pretty well. If I ever see my weapons power dip lower than the 90's in my Gal-X, I quick check to see what power has gone off timer because I've missed it somehow (power/ability activation isn't an exact science for some reason).

And yeah, focused fire does best for me I've found. I use Phasers (with the lance, it's the only real choice), and run with Tac Team 1, Torp Spread 1 and Target Shield Subsystems. With 6 beams and 2 MkXI Purple STF quantum launchers, I don't hurt for DPS. Which is nice, because it means I can sometimes actually tank and take aggro with my threat control, so I get to use my Science Team, Hazard Emitters, Reverse Shield Polarity 1 and 3, and EPtS 1 and 3. If I ever get to a point where my hull actually takes damage, I do have Eng Team 1 and 3, but I almost never use them unless the STF is going horribad.

So yeah, cruisers can work for some DPS. They're not just there to heal your Defiants.
